23:13 발락이 말하되 나와 함께 그들을 달리 볼 곳으로 가자 거기서는 그들을 다 보지 못하고 그들의 끝만 보리니 거기서 나를 위하여 그들을 저주하라 하고

23:14 소빔 들로 인도하여 비스가 꼭대기에 이르러 일곱 제단을 쌓고 각 제단에 수송아지와 숫양을 드리니

13 Then Balak said to him, “Come with me to another place where you can see them; you will not see them all but only the outskirts of their camp. And from there, curse them for me.” 14 So he took him to the field of Zophim on the top of Pisgah, and there he built seven altars and offered a bull and a ram on each altar.

23:15 발람이 발락에게 이르되 내가 저기서 여호와를 만나뵐 동안에 여기 당신의 번제물 곁에 서소서 하니라

15 Balaam said to Balak, “Stay here beside your offering while I meet with him over there.”

23:16 여호와께서 발람에게 임하사 그의 입에 말씀을 주시며 이르시되 발락에게로 돌아가서 이렇게 말할지니라

16 The Lord met with Balaam and put a word in his mouth and said, “Go back to Balak and give him this word.”

23:17 발람이 가서 본즉 발락이 번제물 곁에 섰고 모압 고관들이 함께 있더라 발락이 발람에게 이르되 여호와께서 무슨 말씀을 하시더냐

17 So he went to him and found him standing beside his offering, with the Moabite officials. Balak asked him, “What did the Lord say?”

23:18 발람이 예언하여 이르기를 발락이여 일어나 들을지어다 십볼의 아들이여 내게 자세히 들으라

23:19 하나님은 사람이 아니시니 거짓말을 하지 않으시고 인생이 아니시니 후회가 없으시도다 어찌 그 말씀하신 바를 행하지 않으시며 하신 말씀을 실행하지 않으시랴

23:20 내가 축복할 것을 받았으니 그가 주신 복을 내가 돌이키지 않으리라

18 Then he spoke his message:

“Arise, Balak, and listen;

    hear me, son of Zippor.

19 God is not human, that he should lie,

    not a human being, that he should change his mind.

Does he speak and then not act?

    Does he promise and not fulfill?

20 I have received a command to bless;

    he has blessed, and I cannot change it.

23:21 야곱의 허물을 보지 아니하시며 이스라엘의 반역을 보지 아니하시는도다 여호와 그들의 하나님이 그들과 함께 계시니 왕을 부르는 소리가 그 중에 있도다

23:22 하나님이 그들을 애굽에서 인도하여 내셨으니 그의 힘이 들소와 같도다

23:23 야곱을 해할 점술이 없고 이스라엘을 해할 복술이 없도다 이 때에 야곱과 이스라엘에 대하여 논할진대 하나님께서 행하신 일이 어찌 그리 크냐 하리로다

23:24 이 백성이 암사자 같이 일어나고 수사자 같이 일어나서 움킨 것을 먹으며 죽인 피를 마시기 전에는 눕지 아니하리로다 하매

21 “No misfortune is seen in Jacob,

    no misery observed in Israel.

The Lord their God is with them;

    the shout of the King is among them.

22 God brought them out of Egypt;

    they have the strength of a wild ox.

23 There is no divination against Jacob,

    no evil omens against Israel.

It will now be said of Jacob

    and of Israel, ‘See what God has done!’

24 The people rise like a lioness;

    they rouse themselves like a lion

that does not rest till it devours its prey

    and drinks the blood of its victims.”

23:25 발락이 발람에게 이르되 그들을 저주하지도 말고 축복하지도 말라

25 Then Balak said to Balaam, “Neither curse them at all nor bless them at all!”

23:26 발람이 발락에게 대답하여 이르되 내가 당신에게 말하여 이르기를 여호와께서 말씀하신 것은 내가 그대로 하지 않을 수 없다고 하지 아니하더이까

26 Balaam answered, “Did I not tell you I must do whatever the Lord says?”

제가 어릴 때 저희 가정에서 새해마다 하는 일이 있었습니다. 그것은 바로 용하다는 점쟁이를 찾아가서 신년운세를 알아보는 것이었습니다. 그러면 부모님은 그 점쟁이의 말을 듣고 좋다는 것은 좋은 것대로 듣고 위로를 얻으시고 안 좋다는 것은 안 좋은대로 적어놓고 피하려 노력했던 모습이 기억납니다. 제가 기독교인이 된 후에도 한국에 있는 언니와 엄마가 종종 점쟁이를 보러 갔는데 엄마는 굳이 유진이에게는 말하지 말라는거를 언니가 가끔 저에게 점쟁이로부터 무슨 얘기를 들었는지 알려주고는 했습니다. 이것에 있어서 고민이 있던 저는 기도로 지혜를 묻고 때를 기다리다 언니에게 권면을 한번 했었습니다. 제가 제시했던 포인트들은 다음과 같습니다.

‘첫째로 이 무당들도 다 그냥 인간인데 이 사람들이 모신다는 그 신들보다 더 크신 분이 바로 하나님이다. 이 사람들이 하는 말 중에 용하게 맞는 말이 있을 수 있다. 그러나 나는 그 말들도 하나님이 허락하지 않으면 하지 못한다고 생각한다.

둘째로 나는 내가 믿는 하나님은 나를 사랑하시고 나를 자녀 삼아주시기에 하시는 모든 일이 항상 선하심을 믿는다. 그 점쟁이들은 생판 남인데 거짓말을 하는지, 의도가 선한지 어떻게 알 수 있나?

셋째로 과연 진정 언니와 엄마의 형통함을 원하는 자들이라 말할 수 있는가? 언니와 엄마의 삶이 힘들어져야 복채를 들고 찾아올텐데 누구 좋으라고 잘 되는 법을 알려줄까. 처음 한두번은 좋을 수 있는데 그것이 미끼라고 생각해본 적은 없는가?’

실제로 말할 때는 이렇게 조리있게 말하지는 못했고 상당히 눈치를 보며 최대한 기분 나쁘지 않게 그렇지만 꿋꿋히 할 말을 하려고 했던 것 같습니다.

When I was young, there was something our family used to do every New Year: we would visit a well-known fortune teller to hear our fortune for the year. I remember how my family would take comfort in the good things the fortune teller said and take caution to avoid the bad things they predicted. Even after I became a Christian, my mom and sister in Korea would still occasionally visit fortune tellers. Though my mom asked my sister not to tell me, my sister would sometimes share with me what the fortune teller had said. As I wrestled with how to respond to this, I prayed for wisdom and waited for the right time. Eventually, I offered some gentle advice to my sister. The points I made were as follows:

“First, these fortune tellers are just humans. The spirits they claim to serve are nothing compared to our God, who is far greater. Some of what they say may sound accurate, but I believe even those words cannot be spoken unless God allows them. Second, I believe the God I serve loves me and has made me His child, and that everything He does is good. How can we trust the words of strangers who might lie or have unknown motives? Third, do these fortune tellers really desire your well-being? If your lives were truly thriving, would you still go back and pay them? Isn’t it possible that they offer a few good predictions at first as bait?”

Of course, I didn’t say all this as clearly and confidently as I’ve written it here. In reality, I spoke with care, trying not to offend, but I still did my best to stand firm in what I believed.

이처럼 그 명성 높은 이방인 점술가 발람 또한 하나님이 본인 입에 주신 말씀 밖엔 말할 수 없다고 고백합니다. 그 어떠한 점술도 저주도 하나님의 백성에게는 아무런 소용이 없습니다. 그리고 우리가 하나님을 신뢰할 수밖에 없는 구절이 오늘 나옵니다. “하나님은 사람이 아니시니 거짓말을 하지 않으시고 인생이 아니시니 후회가 없으시도다 어찌 그 말씀하신 바를 행하지 않으시며 하신 말씀을 실행하지 않으시랴” (민 23:19). 이 세상 그 어떤 주술사도 가질 수 없는 변함없고 신실하신 하나님의 속성을 우리에게 말해줍니다. 이 본문을 통해 인간과 달리 거짓말을 하지 않으시고 죄를 짓지 않으시는 신실하신 하나님을 믿는 자들이 얻는 축복을 함께 살펴보기를 원합니다.

In the same way, the famous foreign diviner Balaam also confessed that he could only speak the words God placed in his mouth. No divination or curse has any power over the people of God. And today’s passage shows us why we can trust in God:

“God is not a man, that He should lie, nor a son of man, that He should change His mind. Does He speak and then not act? Does He promise and not fulfill?” (Numbers 23:19)

This verse tells us about God’s unchanging and faithful nature—something no diviner or spirit in this world can possess. Through this passage, I hope we can explore the blessings that come to those who believe in this faithful God, who is unlike any human, who does not lie or sin.

1)    신실하신 하나님

오늘 본문은 발락의 요구로 이어진 이스라엘 백성들을 향한 두 번째 저주 시도가 나옵니다. 발락은 어제 첫 저주 시도가 수포로 돌아가자 발람을 다른 위치로 옮겨서 포기하지 않고 다시 한번 저주를 부탁합니다. 13절에 이스라엘 진영을 다 보지도 못하고 끝만 살짝 보며 저주하면 가능하리라는 판단이었습니다. 본인의 생각과 판단하에 하나님께서 이미 선포하신 계획들을 뒤집어 엎을 수 있으리라 생각하는 발락의 어리석음을 잘 보여주고 있습니다. 그리하여 다시 한번 많은 양의 수송아지와 숫양만 낭비되고 있습니다. 이번에도 16절에 오직 하나님이 발람의 입에 주신 말씀만을 발락에게 전할 수 밖에 없습니다. 우리가 믿는 하나님은 어떠한 분이십니까? 19절에 우리가 믿는 하나님은 인간과 같지 않으십니다. 거짓말을 하지 않으시고 후회가 없으십니다.

Our Faithful God

In today’s passage, we see Balaam’s second attempt to curse the Israelites at Balak’s request. After the first attempt failed, Balak took Balaam to a different location, thinking that if Balaam only saw the edge of the Israelite camp—not all of it—he might succeed in cursing them. This shows Balak’s foolishness in believing that he could overturn God’s established plans through his own schemes. And once again, many bulls and rams were sacrificed in vain. But just like before, in verse 16, Balaam could only speak the words God gave him. So, who is this God we believe in? Verse 19 reminds us: our God is not like man. He does not lie, nor does He change His mind.

사실 성경 여러 부분에 하나님이 후회하셨다는 구절이 나옵니다. 대표적으로 노아의 방주 사건이 있지 않습니까? 창세기 6장에 하나님께서 죄악으로 가득찬 세상을 내려다 보시고 인간을 만드심을 한탄스럽게 여기셨지요. “땅 위에 사람 지으셨음을 한탄하사 마음에 근심하시고 이르시되 내가 창조한 사람을 내가 지면에서 쓸어버리되…” (창 6:6-7a). 이 구절을 잘못 이해하면 하나님이 마치 인간이 이렇게 악할 줄 모르고 그들을 지었다가 이제 어찌할 줄 몰라하여 급한대로 홍수로 싹 밀어버리겠다는듯이 보입니다. 또 광야에서 계속해서 하나님께 불평하는 이스라엘 백성들을 향해 하나님께서 화가 나서 다 죽이겠다 했을 때 모세가 중보하여 마음을 바꾸십니다. 마치 인간 모세의 말에 변덕스레 결정한 것을 쉽게 번복하시는듯 합니다. 이러한 표현은 단지 인간들의 불순종으로 인해 안타까움을 느끼시는 하나님의 감정을 인간적으로 이해하기 쉽게 한 표현일 뿐입니다. 하나님은 감정이 없으신 분이 아니시죠. 인간들의 불순종으로 하나님의 큰 계획이 다 틀어지는 것 같지만 그렇지 않습니다. 오히려 모든 것을 다 아시는 하나님께서는 가장 best plan을 가지고 계시지만 인간들의 선택에 따라 plan b, c, d를 적절하게 대응하시며 결국엔 하나님의 뜻을 이루십니다. 그리고 베스트였던 plan a를 따라오지 못한 인간들에게 긍휼의 마음을 가지시는 것 뿐이지요.

It’s true that in other parts of the Bible, it says that God “regretted” something. For example, in Genesis 6, God sees the wickedness of humanity and expresses sorrow over having made them:

“The Lord regretted that He had made human beings on the earth, and His heart was deeply troubled. So the Lord said, ‘I will wipe from the face of the earth the human race I have created…’” (Genesis 6:6–7a)

This could be misunderstood to mean that God made humans without knowing how evil they would become, and then decided to wipe them out in a rash response. Similarly, in the wilderness, when the Israelites repeatedly complained, God declared that He would destroy them, but Moses interceded, and God changed His mind. It might seem like God is fickle, easily swayed by human persuasion.

However, such expressions are meant to help us, as humans, understand God’s emotions. God is not emotionless. When people disobey, it may seem like God’s plans are being thwarted, but they are not. God always has the best plan. Yet, when people make their choices, He responds accordingly with plans B, C, or D—never losing sight of His ultimate will. And when we fail to follow plan A, He still shows us mercy.

2)    악의 세력으로부터 보호받는 하나님의 백성

발락이 아무리 ‘발악’을 한다해도 거둘 수 없는 하나님의 백성들을 향한 축복은 다음과 같습니다. 먼저 하나님의 동행입니다. 21절에 나오는 ‘야곱의 허물’과 ‘이스라엘의 반역’에 해당되는 히브리어 단어들은 그들의 불행, 고통, 어려움으로 해석할 수 있습니다. 즉 하나님은 택하신 백성의 왕으로서 그들과 함께 동행하사 그들의 불행과 고통을 쉽게 간과하지 않으시고 오히려 그들을 보호하고 굽어 살피십니다. 두 번째로 하나님의 보호입니다. 필요한 힘과 능력을 공급하사 악한 세력의 권세에 머물지 않게 하십니다 (22). 그 어떠한 점술로도 택하신 백성을 해할 수 없습니다 (23). 그런 하나님을 시험하는 악한 세력은 자신의 무능력을 경험하며 오직 하나님의 크심을 찬양할 수 밖에는 없을 것입니다. 마치 26절 발람의 고백처럼 말이죠. “발람이 발락에게 대답하여 이르되 내가 당신에게 말하여 이르기를 여호와께서 말씀하신 것은 내가 그대로 하지 않을 수 없다고 하지 아니하더이까” (26). 결국 발락은 그 많은 돈을 투자하고도 발람에게 저주도 축복도 하지 말라고 화만 날 뿐입니다. 하나님이 복을 주시겠다고 약속한 자들을 향한 축복은 그 누가 훼방을 놓는다고 해도 막을 수 없습니다. 이 세상 그 어느 신이 이런 약속을 할 수 있겠습니까?

God’s People, Protected from Evil

No matter how desperately Balak tries to curse Israel, he cannot overcome the blessings God has given His people. These blessings include, first, God’s presence. In verse 21, the words translated as “iniquity” and “trouble” in reference to Jacob and Israel can also mean “misery,” “sorrow,” or “difficulty.” This means that God, as the King of His chosen people, walks with them and does not overlook their suffering. Rather, He watches over them and protects them.

Second, God’s protection: He supplies them with strength and power so they are not under the authority of evil (v. 22). No kind of sorcery can harm God’s chosen (v. 23). Those who try to test God’s people will end up experiencing their own powerlessness and end up praising God’s greatness, just like Balaam does in verse 26: “Did I not tell you I must do whatever the Lord says?”

In the end, Balak, after spending so much money, can do nothing but get angry at Balaam for not cursing or blessing the Israelites. But no one can stop the blessings that God has promised to those He chooses. What other god in this world can make such a promise?

이스라엘 백성들은 아무 것도 모르고 그들의 머리 위에서 발락과 발람의 작당모의가 벌여지는 이 모습을 묵상하니 마치 우리가 밤새 두 발 뻗고 잘 때나 평상시 언제든지 우리가 모르는 영적 세계에서 우리를 위해 싸워주시고 보호해주시는 하나님이 떠오릅니다. 제 언니와 엄마가 믿고 의지했던 잡스러운 이름 모를 신이 아니라 온 세상 만물을 지으시고 독생자 예수를 죽이기까지 사랑한다 말씀해주시는 우리 하나님을 믿고 의지함을 통해 통해 위로와 평안을 얻으시길 기도드립니다.

As I reflect on this, I picture the Israelites unaware of the schemes being made against them by Balak and Balaam behind the scenes. It reminds me of how we go to sleep at night or go about our day, unaware of the unseen spiritual battles happening above our heads—yet God watches over us and fights for us.

It is not the obscure, nameless spirits that my mom and sister once trusted, but the one true God—Creator of heaven and earth, who proved His love by giving up His only Son Jesus—that we now trust and rely on. I pray that through this trust in our faithful God, we too may find comfort and peace.
