1 The words of Amos, one of the shepherds of Tekoa—the vision he saw concerning Israel two years before the earthquake, when Uzziah was king of Judah and Jeroboam son of Jehoash was king of Israel.
2 He said:
“The Lord roars from Zion
and thunders from Jerusalem;
the pastures of the shepherds dry up,
and the top of Carmel withers.”
Judgment on Israel’s Neighbors
3 This is what the Lord says:
“For three sins of Damascus,
even for four, I will not relent.
Because she threshed Gilead
with sledges having iron teeth,
4 I will send fire on the house of Hazael
that will consume the fortresses of Ben-Hadad.
5 I will break down the gate of Damascus;
I will destroy the king who is in the Valley of Aven
and the one who holds the scepter in Beth Eden.
The people of Aram will go into exile to Kir,”
says the Lord.
6 This is what the Lord says:
“For three sins of Gaza,
even for four, I will not relent.
Because she took captive whole communities
and sold them to Edom,
7 I will send fire on the walls of Gaza
that will consume her fortresses.
8 I will destroy the king[d] of Ashdod
and the one who holds the scepter in Ashkelon.
I will turn my hand against Ekron,
till the last of the Philistines are dead,”
says the Sovereign Lord.
Introduction
During the time of the prophet Amos, both Judah and Israel were experiencing an immense economic boom while the Assyrian Empire was temporarily reorganizing itself. Second Kings 14:23–15:7 describes this period, recording how King Jeroboam II restored the territory of Israel. The people of that era likely believed that they were enjoying this golden age of peace and prosperity because they were specially blessed by God.
Yet precisely at that moment, God chose Amos—a mere shepherd—to declare judgment upon Israel and its surrounding nations. God pointed out that beneath the shadow of their prosperity, they were exploiting the poor, oppressing the vulnerable, and acting unrighteously. God was not looking for formal, mechanical religious rituals; He desired His justice to be revealed in their lives.
Furthermore, this divine justice applied not only to Judah and Israel, but equally to all neighboring nations as well. Today, I would like to share a message titled: “God’s Justice for All.”

1. The True Prophet and the Voice of the True God (vv. 1–2)
Today’s passage can be divided into two main sections. First, let us look at the introduction in verses 1 and 2.
Here we see the historical setting of Amos’s ministry: Uzziah was king of Judah, and Jeroboam II was king of Israel. This was roughly thirty years before the fall of Northern Israel. Their era of peace and prosperity was only temporary; judgment was right at their doorstep.
It was during this time that the word of the LORD came to Amos, a shepherd from the town of Tekoa in Judah. As Amos 7:14–15 notes, he was simply someone who tended sheep and took care of sycamore-fig trees. He was neither a priest from a prestigious lineage nor a professional prophet, but a socially ordinary man. Reading this book, the original audience might naturally have questioned whether Amos’s message truly came from God.
Therefore, before introducing Amos’s background, verse 1 includes the phrase: “two years before the earthquake.” This refers to a massive, historical earthquake—so devastating that even 300 years later, the prophet Zechariah remembered it (Zechariah 14:5). Considering that the judgment upon Northern Israel in the Book of Amos is primarily executed through earthquakes and the Assyrian invasion, this actual earthquake served as tangible proof that Amos was indeed a true prophet sent by God.
Verse 2 contains the message that this true prophet received in a vision from God. First, notice the location from which God speaks: although this message of judgment is directed at Northern Israel, God speaks from Zion and Jerusalem in Southern Judah! This was a direct rebuke of Northern Israel’s idolatrous worship at Bethel and Dan.
Next, look at the places that respond to His word: the pastures of the shepherds wither, and the top of Mount Carmel dries up. When you think of Mount Carmel, what comes to mind? We naturally think of Elijah and the prophets of Baal—that decisive event where God proved who the one true God really was. God was reminding them once again who the true God is. The One speaking now is the true, sovereign God. The messenger, Amos, is real, and the One delivering the message, God Himself, is real. Yet the message He speaks is one of judgment. This is a truly fearful thing.

2. Messages of Judgment on Surrounding Nations (vv. 3–8)
The second section presents the messages of judgment against Aram and Philistia. From verse 3 onward, a series of judgments is pronounced upon the seven nations surrounding Israel. This repeating pattern of judgment builds escalating tension, sweeping through neighboring nations, passing through Southern Judah, and ultimately reaching its final destination: Northern Israel.
Let us first examine the message of judgment against Aram, located northeast of Israel. Verse 3 says:
“For three transgressions of Damascus, even for four, I will not turn back my wrath...”
Damascus was the capital of Aram. God is declaring His judgment upon the sins committed by Aram. The phrase “for three transgressions... even for four” does not mean literally three or four specific sins. Rather, it is a poetic metaphor—using the number three for multiplicity and adding one more to make four—to express the totality and fullness of their wickedness.
Among their many sins, God highlights their representative crime: “because they threshed Gilead with sledges having iron teeth.” Gilead was Israelite territory east of the Jordan River, belonging to the tribe of Gad. Given Aram’s position to the northeast, desiring Gilead might have seemed politically natural to them. Yet God singled out their atrocious act of treating the people of Gilead like grain—oppressing them in a brutal, dehumanizing manner. Even though Aram was a pagan nation, God’s justice applied to them just the same.
In verse 4, God declares that He will send fire upon the house of Hazael, a prophecy fulfilled thirty years later through the Assyrian invasion. Likewise, verse 5 states that “the people of Aram will go into exile to Kir,” which was fulfilled precisely as recorded in 2 Kings 16:9.
The same pattern applies to Philistia in verse 6 and following. Out of Philistia’s five major cities—Gaza, Gath, Ashkelon, Ashdod, and Ekron—all are named under judgment except Gath. The pronouncement follows the exact same structure: “For three transgressions of Gaza, even for four, I will not turn back my wrath...” God singles out the representative city of Philistia, declaring that they have committed sins deserving of judgment.
He then specifies their core offense: “because she took captive whole communities and sold them to Edom.” They engaged in brutal human trafficking, handing over entire populations to Edom. While they surely committed other sins, the crime God points out highlights their failure to maintain basic human morality and their reliance on ruthless violence. Even as a pagan nation, God’s divine justice applied to them equally.
Through this, we learn that God’s justice is not confined only to His covenant people, but is directed toward everyone in the world. Amos is proclaiming: God is the Creator. Every nation and every people exists under the righteous governance of God.

Conclusion
Today’s text demonstrates that God’s divine justice falls equally upon all nations. This is, in truth, a sober and fearful reality.
If God demands righteousness and justice even from the pagan nations surrounding Israel who do not know Him, what kind of justice will He demand from Israel, His own covenant people? Israel had fallen into a stupor of prosperity, maintaining an outward appearance of religious life while in reality exploiting and oppressing the poor and the weak. We, too, ought to listen with a sober and humble heart to the message spoken by the true God through His true prophet.
Let us examine our own hearts and actions once again before God, and let us go before Him in prayer.
