47:13 주 여호와께서 이같이 말씀하셨느니라 너희는 이 경계선대로 이스라엘 열두 지파에게 이 땅을 나누어 기업이 되게 하되 요셉에게는 두 몫이니라
47:14 내가 옛적에 내 손을 들어 맹세하여 이 땅을 너희 조상들에게 주겠다고 하였나니 너희는 공평하게 나누어 기업을 삼으라 이 땅이 너희의 기업이 되리라
[The Boundaries of the Land]
13 This is what the Sovereign Lord says: “These are the boundaries of the land that you will divide among the twelve tribes of Israel as their inheritance, with two portions for Joseph. 14 You are to divide it equally among them. Because I swore with uplifted hand to give it to your ancestors, this land will become your inheritance.
47:15 이 땅 경계선은 이러하니라 북쪽은 대해에서 헤들론 길을 거쳐 스닷 어귀까지니
47:16 곧 하맛과 브로다며 다메섹 경계선과 하맛 경계선 사이에 있는 시브라임과 하우란 경계선 곁에 있는 하셀핫디곤이라
47:17 그 경계선이 바닷가에서부터 다메섹 경계선에 있는 하살에논까지요 그 경계선이 또 북쪽 끝에 있는 하맛 경계선에 이르렀나니 이는 그 북쪽이요
15 “This is to be the boundary of the land:
“On the north side it will run from the Mediterranean Sea by the Hethlon road past Lebo Hamath to Zedad, 16 Berothah and Sibraim (which lies on the border between Damascus and Hamath), as far as Hazer Hattikon, which is on the border of Hauran. 17 The boundary will extend from the sea to Hazar Enan, along the northern border of Damascus, with the border of Hamath to the north. This will be the northern boundary.
47:18 동쪽은 하우란과 다메섹과 및 길르앗과 이스라엘 땅 사이에 있는 요단 강이니 북쪽 경계선에서부터 동쪽 바다까지 측량하라 이는 그 동쪽이요
18 “On the east side the boundary will run between Hauran and Damascus, along the Jordan between Gilead and the land of Israel, to the Dead Sea and as far as Tamar.[e] This will be the eastern boundary.
47:19 남쪽은 다말에서부터 므리봇가데스 물에 이르고 애굽 시내를 따라 대해에 이르나니 이는 그 남쪽이요
19 “On the south side it will run from Tamar as far as the waters of Meribah Kadesh, then along the Wadi of Egypt to the Mediterranean Sea. This will be the southern boundary.
47:20 서쪽은 대해라 남쪽 경계선에서부터 맞은쪽 하맛 어귀까지 이르나니 이는 그 서쪽이니라
20 “On the west side, the Mediterranean Sea will be the boundary to a point opposite Lebo Hamath. This will be the western boundary.
47:21 그런즉 너희가 이스라엘 모든 지파대로 이 땅을 나누어 차지하라
47:22 너희는 이 땅을 나누되 제비 뽑아 너희와 너희 가운데에 머물러 사는 타국인 곧 너희 가운데에서 자녀를 낳은 자의 기업이 되게 할지니 너희는 그 타국인을 본토에서 난 이스라엘 족속 같이 여기고 그들도 이스라엘 지파 중에서 너희와 함께 기업을 얻게 하되
47:23 타국인이 머물러 사는 그 지파에서 그 기업을 줄지니라 주 여 호와의 말씀이니라
21 “You are to distribute this land among yourselves according to the tribes of Israel. 22 You are to allot it as an inheritance for yourselves and for the foreigners residing among you and who have children. You are to consider them as native-born Israelites; along with you they are to be allotted an inheritance among the tribes of Israel. 23 In whatever tribe a foreigner resides, there you are to give them their inheritance,” declares the Sovereign Lord.
성전의 환상을 보던 중, 갑자기 새 땅의 분배 원칙에 대한 이야기가 나옵니다. 새롭게 분배될 땅에 대한 자세한 내용이 에스겔서 마지막 48장까지 기록됩니다. 이는 그 땅의 회복과 구원의 확실성을 명시하는 바입니다. 물론 이것은 최종적, 종말론적인 구원을 땅 분배로 상징한 계시입니다.
종말에 얻게 될 기업, 곧 천국과 그곳에 이르기까지 우리가 밟고 살아가야 하는 기업인 땅은 이원화 되서는 안 됩니다. 거룩한 영적인 원칙이 우리가 사는 속된 세상에서 여전히 지켜져야 합니다. 그런 점에서 에스겔 선지자가 마지막으로 본 환상은 우리가 이 땅에서 어떤 원칙을 가지고 살아가야 하는지 알려줍니다.
In the midst of seeing the vision of the temple, a discussion suddenly arises regarding the principles for dividing the new land. Detailed specifications about the land to be newly distributed continue through the final chapter, Ezekiel 48. This explicitly demonstrates the certainty of the land's restoration and salvation. Of course, this revelation uses the division of land as a symbol of final, eschatological salvation.
The inheritance we will receive in the end times—namely, heaven—and the land, which is the inheritance we must tread upon and live in until we reach that place, should not be dualistic. Holy spiritual principles must still be upheld in the secular world where we live. In this regard, the final vision seen by the prophet Ezekiel shows us the principles by which we ought to live in this world.

공평성 (13~21절)
땅을 다스리고 정복하는 것은 태초의 인간인 아담에게서부터 주어진 임무입니다. 땅은 하나님이 주신 가장 귀한 축복입니다. 사람은 땅은 만들 수 없습니다. 물론 간척사업을 통해 바다를 메워서 땅을 만들기도 하지만, 그 역시 이미 존재하는 땅을 파서 바다에 퍼부어 만들 수 있을 뿐입니다.
하나님은 축복으로 주신 땅을 나누어 각 지파의 기업이 되게 하십니다. 몇가지 기준이 있습니다.
첫번째는 12지파 모두에게 땅을 나누어 줍니다. 한 지파도 예외 없이 땅을 가져야 합니다.
두번째는 요셉에게는 두 몫을 줍니다.
이것은 야곱이 요셉을 자신의 장자로 여겨 요셉의 두 아들, 므낫세와 에브라임을 자신의 자녀로 편입시키면서 생겨난 일입니다. 야곱의 12아들 중 레위지파는 여호와께서 친히 그들의 기업이 되어 땅을 기업으로 받지 못하고, 대신 요셉의 두 아들이 삼촌들과 동일한 항렬로 땅을 기업으로 받게 된 것입니다.
그래서 실제 야곱의 12 아들과 이스라엘 12지파는 차이가 있습니다.
세번째는 공평하게 나누어야 합니다.
가나안 정복 전쟁 후 땅은 모세가 각 지파별 인구수, 능력, 전투력 등을 고려하여 차등을 두고 나누어 주었다면, 새 땅의 분배는 하나님께서 거의 동일한 크기로 무 자르듯 지파대로 나눠줍니다.
서쪽 지중해변에서부터 동쪽 요단강, 사해가 있는 곳이 동서의 경계입니다.
남쪽은 애굽지경까지이고, 북쪽은 지중해변에서 헤들론 길을 거쳐 스닷 어귀까지 입니다.
전체적으로 서쪽의 지중해변이 경계이고, 동쪽은 요단강, 사해가 경계이고, 남쪽은 애굽 지경, 북쪽은 지중해에서 스닷어귀입니다. 전반적인 지형 모양이 길쭉한 사다리꼴의 땅입니다. 이 땅의 가장 중심에 거룩한 땅, 곧 레위인, 제사장, 여호와 삼마 도시가 있고, 그 위 아래로 각 지파의 땅이 균등하게 분배되는 것입니다.
처음 땅 분배의 키워드가 능력대로였다면, 두번째 땅 분배의 키워드는 공평성입니다. 이는 하나님 나라의 특성을 나타냅니다. 하나님이 주시는 상급은 자신에게 주신 은사를 능력껏 사용하여 받을 수 있다면, 하나님 나라 자체는 나의 능력이 아닌, 하나님의 은혜로 공평하게 받는 것입니다. 잘난 사람도 없고, 못난 사람도 없습니다. 모든 인간은 오직 예수님의 보혈의 공로로 구원, 곧 천국의 기업을 얻는 것입니다.
Fairness (v. 13–21)
Ruling over and subduing the land is a mission given from the time of Adam, the first human. Land is the most precious blessing given by God. Humans cannot create land. Of course, land can be reclaimed by filling in the sea through reclamation projects, but even that is only possible by digging up already existing land and pouring it into the ocean.
God divides the land given as a blessing so that it becomes the inheritance of each tribe. There are several criteria.
First, the land is distributed to all 12 tribes. Every single tribe must possess land without exception.
Second, Joseph is given a double portion. This occurred because Jacob regarded Joseph as his firstborn and incorporated Joseph's two sons, Manasseh and Ephraim, as his own children. Among Jacob's 12 sons, the tribe of Levi received no land as an inheritance because the Lord Himself became their inheritance; instead, Joseph's two sons received land as an inheritance on the same rank as their uncles. Therefore, there is a difference between the actual 12 sons of Jacob and the 12 tribes of Israel.
Third, it must be divided fairly. While Moses distributed the land after the conquest of Canaan with differences based on tribe population, capability, and combat strength, the distribution of the new land is divided by God according to tribe into almost equal sizes, cut as cleanly as a radish. The east-west boundaries extend from the Mediterranean coast on the west to where the Jordan River and Dead Sea are on the east. The south extends to the border of Egypt, and the north extends from the Mediterranean coast through the road of Hethlon to the entrance of Zedad. Overall, the western border is the Mediterranean coast, the eastern border is the Jordan River and the Dead Sea, the southern border is the region of Egypt, and the northern border is from the Mediterranean to the entrance of Zedad. The overall shape of the terrain is an elongated trapezoid. At the very center of this land lies the holy land—namely the land for the Levites, priests, and the city of "Yahweh Shammah" (The Lord is There)—and above and below it, the land for each tribe is distributed equally.
If the keyword of the first land distribution was according to capability, the keyword of the second land distribution is fairness. This represents the nature of the Kingdom of God. While the rewards given by God may be received by using one's given gifts to the best of one's ability, the Kingdom of God itself is received fairly by God's grace, not by my ability. There are no superior people, nor inferior people. All human beings obtain salvation—that is, the inheritance of heaven—solely through the merit of the precious blood of Jesus.

포괄성 (22~23절)
오늘 본문에 등장하는 새 땅을 분배하는 마지막 원칙은 포괄성입니다.
이스라엘 가운데 살면서 자녀까지 낳은 이방인들에 대해서, 그들이 속한 각 지파 안에서 제비를 뽑아 그들에게도 땅을 분배해 주어야 합니다. 타국인을 본토에서 난 이스라엘 족속같이 여기고 그들도 이스라엘 지파 중에서 이스라엘 사람들과 동일하게 기업, 곧 땅을 얻을 수 있다는 것입니다.
유럽이나 미국은 물론, 이제는 한국까지도 외국인 이주민에 대한 문제가 심각한 사회 문제로 대두됩니다. 어떤 사람들은 이주민, 난민을 무조건적으로 받아들여야 한다는 주장을 폅니다. 하지만 어떤 사람들은 반대로 주장합니다. 그런데 두 진영 모두 성경을 근거로 합니다. 어떤 것이 맞는 것일까요?
구약 성경을 보면 이미 하나님께서는 이스라엘 중에 함께 거하는 이방인들에게 이스라엘 사람들과 동일한 권리를 누릴 수 있는 제도적 장치(절기참여, 제사참여 등)를 마련해 주었습니다. 하지만 오늘 본문이 더 의미가 있는 것은 땅은 예외였는데, 이제는 땅까지 이방인들에게 허락이 되었다는 것입니다.
굉장한 포용정책입니다. 보편적이고, 포괄적입니다. 그런데 한가지 간과해서는 안 되는 것이 있습니다.
여기서 말하는 이방인, 타국인은 히브리어 게르인데, 이는 그들이 믿었던 우상신앙을 버리고, 여호와 유일신 신앙으로 갈아 탄 사람들을 가리키는 말입니다. 즉 라합이나 룻과 같은 사람을 의미합니다. 에스겔서 44장에서도 하나님께서 이스라엘의 범죄를 지적한 것 중 하나가 마음과 몸에 할례를 받지 않은 이방인들이 성전에 출입한 것입니다.
그러므로 우리는 여기서 포인트를 놓쳐서는 안 됩니다. 이스라엘이냐 이방인이냐의 문제가 아니라, 사실은 몸과 마음에 할례를 받았느냐, 그렇지 않느냐의 문제입니다. 오늘날로 적용하자면 예수를 그리스드로 고백하는 신앙이 있느냐, 없느냐의 문제라는 말입니다.
이것을 오늘날 사회적 문제인 이민자, 난민의 문제에 적용한다면, 그들이 정말 자신들이 머물고자 하는 국가의 헌법과 규칙과 약속을 지킬 것인지에 대한 문제입니다. 문제는 이민자, 난민자들이 자신들의 문화와 자신들의 종교인 이슬람교를 가지고 들어와 오히려 주객이 전도되는 현상이 발생한다는 것입니다. 이것이 지금 유럽의 문제입니다. 미국의 문제이고, 앞으로 대한민국의 문제가 될 것입니다.
Inclusivity (v. 22–23)
The final principle of dividing the new land appearing in today's passage is inclusivity.
Regarding foreigners who live among the Israelites and have even had children, land must be distributed to them as well by casting lots within the respective tribe they belong to. Foreigners are to be treated like native-born Israelites, and they too can receive an inheritance—that is, land—among the tribes of Israel just like the Israelites.
Not only in Europe and the United States, but now even in South Korea, the issue of foreign immigrants has emerged as a serious social problem. Some people argue that immigrants and refugees must be accepted unconditionally. Conversely, others argue the opposite. Yet both camps base their arguments on the Bible. Which one is correct?
Looking at the Old Testament, God had already established institutional mechanisms (such as participation in feasts and sacrifices) allowing foreigners residing among Israel to enjoy the same rights as Israelites. However, today's text is even more meaningful because while land had been an exception, land is now granted to foreigners as well.
This is a tremendous policy of inclusion. It is universal and inclusive. However, there is one thing that must not be overlooked.
The terms "foreigner" or "stranger" used here translate to the Hebrew word ger, which refers to people who discarded their idol worship and converted to faith in the one true God, Yahweh. In other words, it refers to individuals like Rahab or Ruth. In Ezekiel chapter 44, one of the sins of Israel pointed out by God was that foreigners who were uncircumcised in heart and flesh entered the sanctuary.
Therefore, we must not miss the core point here. The issue is not whether someone is an Israelite or a foreigner, but whether they have received circumcision in body and heart. Applied to today, it is a matter of whether or not one possesses the faith that confesses Jesus as the Christ.
If we apply this to the modern social issue of immigrants and refugees, it is a question of whether they will truly abide by the constitution, rules, and covenants of the nation where they wish to reside. The problem arises when immigrants and refugees bring in their own culture and their religion, Islam, causing a phenomenon where the roles of host and guest become reversed. This is currently a problem in Europe, a problem in the United States, and will become a problem for South Korea in the future.

공평과 포용은 하나님 나라의 아름다운 특징입니다.
하지만 그렇다고 해서 모든 것을 다 받아드리고, 모든 것을 무조건 똑같이 나눈다는 의미가 아니라는 것을 알아야 합니다. 진정한 공평은 기회가 동일하게 주어지고, 최선을 다하고, 그 결과에 대한 열매를 자유롭게 누리는 것입니다. 급진적 사회주의자들이나 공산주의자들이 추구하는 완전히 공평한 것, 곧 완전한 공짜는 예수님이 주시는 구원의 은혜 밖에는 없습니다. 믿음으로 구원 받는 것은 모든 사람들에게 동일합니다. 나머지는 하나님 나라의 또 다른 법칙인 심은대로 거두는 것입니다.
포용도 마찬가지입니다. 모든 것을 다 품는 것이 아니라, 하나님 안에 들어온 자들을 품는 것입니다.
마치 룻이 하나님의 날개 아래로 들어 왔을 때 하나님이 그녀에게 복을 내리신 것과 같은 것입니다.
하나님의 주신 완전한 은혜인 구원의 즐거움 안에서, 성경이 말하는 제대로 된 공평과 포용을 만끽하는 하루 되기를 원합니다.
Fairness and inclusion are beautiful characteristics of the Kingdom of God.
However, we must understand that this does not mean accepting everything or unconditionally sharing everything equally. True fairness means that opportunities are given equally, individuals do their best, and they freely enjoy the fruits of those efforts. The kind of complete equality—or complete "free gift"—pursued by radical socialists or communists exists nowhere except in the grace of salvation given by Jesus. Receiving salvation through faith is identical for all people. Everything else follows another law of the Kingdom of God: reaping what you sow.
The same applies to inclusion. It does not mean embracing everything indiscriminately, but rather embracing those who have come into God.
It is just as God blessed Ruth when she came under the shadow of His wings.
Within the joy of salvation—which is God's perfect grace—may today be a day where you fully enjoy the true fairness and inclusion spoken of in Scripture.
