99:1 여호와께서 다스리시니 만민이 떨 것이요 여호와께서 그룹 사이에 좌정하시니 땅이 흔들릴 것이로다

99:2 시온에 계시는 여호와는 위대하시고 모든 민족보다 높으시도다

99:3 주의 크고 두려운 이름을 찬송할지니 그는 거룩하심이로다

1 The Lord reigns,

    let the nations tremble;

he sits enthroned between the cherubim,

    let the earth shake.

2 Great is the Lord in Zion;

    he is exalted over all the nations.

3 Let them praise your great and awesome name—

    he is holy.

99:4 능력 있는 왕은 정의를 사랑하느니라 주께서 공의를 견고하게 세우시고 주께서 야곱에게 정의와 공의를 행하시나이다

99:5 너희는 여호와 우리 하나님을 높여 그의 발등상 앞에서 경배할지어다 그는 거룩하시도다

4 The King is mighty, he loves justice—

    you have established equity;

in Jacob you have done

    what is just and right.

5 Exalt the Lord our God

    and worship at his footstool;

    he is holy.

99:6 그의 제사장들 중에는 모세와 아론이 있고 그의 이름을 부르는 자들 중에는 사무엘이 있도다 그들이 여호와께 간구하매 응답하셨도다

99:7 여호와께서 구름 기둥 가운데서 그들에게 말씀하시니 그들은 그가 그들에게 주신 증거와 율례를 지켰도다

6 Moses and Aaron were among his priests,

    Samuel was among those who called on his name;

they called on the Lord

    and he answered them.

7 He spoke to them from the pillar of cloud;

    they kept his statutes and the decrees he gave them.

99:8 여호와 우리 하나님이여 주께서는 그들에게 응답하셨고 그들의 행한 대로 갚기는 하셨으나 그들을 용서하신 하나님이시니이다

99:9 너희는 여호와 우리 하나님을 높이고 그 성산에서 예배할지어다 여호와 우리 하나님은 거룩하심이로다

8 Lord our God,

    you answered them;

you were to Israel a forgiving God,

    though you punished their misdeeds.

9 Exalt the Lord our God

    and worship at his holy mountain,

    for the Lord our God is holy.

                오늘 본문인 시편 99편은 성전에서 하나님을 예배하며 불렀던 노래 같습니다. 그 시작부터 끝까지 성전이라는 장소가 간접적으로 계속 등장하고 있기 때문이지요. 그런데 이렇게 성전을 계속해서 언급하는 이유는 바로 이 성전 안의 지성소에 하나님의 보좌인 언약궤가 있기 때문입니다. 그리고 하나님의 통치는 그 성전으로부터 퍼져나가 온 땅에 이르니 그 왕이신 하나님을 찬양하라는 것이지요. 그 하나님의 다스리심을 한마디로 줄인다면 그것은 하나님의 거룩하심입니다. 오늘의 본문은 세 번 하나님이 거룩하시다 고백하고 있습니다. 3절 끝에 한 번, 5절 끝에 한 번, 그리고 마지막 절인 9절 끝에 한 번입니다. 그래서 오늘은 이렇게 반복하여 고백하는 하나님의 거룩하심을 가지고 “여호와 우리 하나님은 거룩하심이로다” 라는 제목으로 우리의 왕이신 하나님의 통치에 대해 함께 나누어보기 원합니다.

[Introduction: The Throne in the Temple]

Today’s text, Psalm 99, reads like a song sung while worshiping God in the Temple. From beginning to end, the Temple is present as an underlying setting. The reason for this constant reference is that the Ark of the Covenant—the very throne of God—resides within the Holy of Holies of that Temple. The message is clear: God’s reign radiates from the Temple to the ends of the earth, and therefore, we must praise Him as our King.

If we could summarize God’s reign in a single word, it would be Holiness. In today's passage, the confession "He is holy" appears three times: at the end of verse 3, verse 5, and finally in verse 9. Today, centered on this repeated confession, I want to share a message titled: “The Lord Our God is Holy.”

첫번째, 하나님의 다스리심은 거룩한 것입니다. 1절은 “여호와께서 다스리시니 만민이 떨 것” 이라고 말하고 있습니다. 여기서 떤다는 말은 단순한 심리적 공포나 두려움을 넘어서는 단어입니다. 이는 물리적인 진동이나 격렬한 흔들림을 말하는 것이기 때문입니다. 즉 단순히 왕에 대한 경외심을 표현하는 것이 아니라 하나님의 임재와 영광의 무게가 다른 모든 것을 흔들리게 한다는 것입니다. “여호와께서 그룹 사이에 좌정하시니 땅이 흔들릴 것이로다”라는 말씀은 하나님께서 우주의 중심인 언약궤 위 그룹들 사이에 영원토록 앉아계시는 모습을 떠올리게 합니다.  이는 절대적인 안정감, 어떤 것에도 흔들리지 않는 주권자의 평온함을 보여주는 것이지요. 그런데 하나님은 그저 ‘앉아계실 뿐’이지만, 그분의 존재 자체의 무게, 그 거룩함의 압도적인 질량이 피조세계 전체를 뒤흔드는다는 것입니다. 그래서 화자는 그 하나님이 좌정하시는 시온에서 여호와는 위대하시고 모든 민족보다 높으시다고 고백하는 것입니다. 또한 3절의 시작에는 생략되어있지만, 그들로, 모든 민족으로, “주의 크고 두려운 이름을 찬송할지니” 라고 권면하고 있습니다. 이스라엘 백성들의 입장에서 볼 때, 하나님은 시온을 통치의 중심으로 삼으시고 주변 온 나라와 땅 끝까지 당신의 다스리심을 펼치십니다. 하나님은 임재만으로 모든 피조물들을 뒤흔드시는 분이시며 모든 민족과 그들의 신들보다 높으시고 위대하시며 하나님의 이름은 우리가 헤아릴 수 없이 크시고 두려운 분이십니다. 모든 것들로 부터 완전히 격이 다른 차원 위의 존재. 우리는 그런 하나님의 특성을 거룩하심이라고 부릅니다. 그런 하나님의 다스리심은 그래서 거룩한 것입니다.

1. A Reign That Shakes the World (Transcendence)

First, God’s reign is holy. Verse 1 says, "The Lord reigns; let the peoples tremble!" The word "tremble" here goes beyond simple psychological fear or dread; it refers to a physical vibration or a violent shaking. This means it is not just a expression of reverence for a King, but that the sheer "weight" of God’s presence and glory causes everything else to shudder.

The phrase "He sits enthroned between the cherubim; let the earth quake!" evokes the image of God sitting eternally between the cherubim atop the Ark, the center of the universe. This represents absolute stability—the tranquility of a Sovereign who is never shaken. Yet, while God simply "sits," the sheer mass of His existence and the overwhelming density of His holiness shake the entire created order. This is why the psalmist confesses from Zion—where God is enthroned—that the Lord is great and exalted above all nations. Verse 3 exhorts all peoples to "praise your great and awesome name!" God is a being on a completely different dimension, categorically distinct from all others. We call this attribute Holiness. His reign is holy.

두번째, 하나님께서는 정의와 공의로 다스리십니다. 4절의 말씀은 하나님을 능력있는 왕으로 지칭합니다. 그런데 여기서 능력은 우리가 흔히 생각하는 힘의 과시가 아니라, 정의를 사랑하고 공의를 견고하게 세우는 능력을 말합니다. 하나님 왕권의 본질은 억압하거나 지배하는 힘이 아니라, 공동체 안에 질서를 바르게 세우고 유지하시는 공의에 있다는 것입니다. 여기서 말하는 공의란 그 어근이 ‘바르다’ ‘평탄하다’라는 의미를 지닌 단어에서 파생된 말입니다. 즉 죄를 심판하시는 공의를 넘어 모든 것을 제자리로 돌려놓으시는 하나님의 창조적이고 회복적인 능력을 내포하는 단어인 것이지요. 어제 함께 나누었듯이 하나님의 공의란 억울하게 신음하는 자의 눈물을 닦아 주시고, 교만한 자의 목을 꺾어 겸손케 하시며, 무너진 관계를 다시 세우시는 하나님의 열심을 반영하는 단어인 것입니다. 그렇기에 우리는 하나님의 다스리심과 그분의 심판을 고대하는 것이고 하나님께서 좌정해 계시는 그 보좌의 발등상 앞에서 하나님을 높이며 경배하는 것입니다.

2. A Reign of Justice and Righteousness (Restoration)

Second, God reigns with justice and righteousness. Verse 4 refers to God as a "Mighty King." However, "might" here is not a boastful display of raw power, but the power that "loves justice and establishes equity." The essence of God’s kingship is not oppressive force, but the righteousness that establishes and maintains order within the community.

The word for "equity" or "righteousness" used here is derived from a root meaning "to be straight" or "to be level." This implies more than just a judicial punishment for sin; it encompasses God’s creative and restorative power to put everything back in its proper place. As we discussed yesterday, God’s righteousness reflects His zeal—to wipe the tears of those groaning under injustice, to humble the proud, and to rebuild broken relationships. This is why we long for His reign and His judgment. We exalt Him and worship at His footstool.

세번째, 하나님께서는 소통하심으로 다스리십니다. 6절은 하나님의 임재 앞에서 하나님께 간구하였던 중보자들을 나열합니다. 특별히 제사장들 중에는 모세와 아론을 꼽았고, 사사이자 선지자였던 사무엘은 “그의 이름을 부르는 자들” 이라고 부르고 있습니다. 이들이 성막에 출입하며 백성들을 대신하여 하나님께 중보하였을 때에 하나님께서는 이들의 간구에 응답하셨습니다. 하나님께서 구름기둥 가운데 임재하셔서 그들에게 말씀하셨고 그들은 하나님이 주신 증거와 율례들을 지켰다고 말하고 있습니다. 하나님은 거룩하신 분이십니다. 모든 존재 위에 계시며 그 임재 만으로도 만물이 뒤흔들릴만한 격이 다른 분이십니다. 그런데 그런 하나님께서 이들의 간구를 들으시고 응답하신다는 것입니다. 그런데 더 놀라운 것이 있습니다. 그것은 바로 8절입니다. 함께 읽어보겠습니다. “여호와 우리 하나님이여 주께서는 그들에게 응답하셨고 그들의 행한 대로 갚기는 하셨으나 그들을 용서하신 하나님이시니이다.” 천외천의 하나님께서 증거와 율례들을 주셨는데 그 절대적인 기준을 어긴 것을 그들의 행한대로 갚으셨다는 것입니다. 그리고 그들을 용서하셨다고 말하고 있습니다. 하나님께서는 죄를 미워하시며 그 죄가 낳은 악한 행실에 대해 원수를 갚으셨습니다. 그러나 하나님은 그들을 용서하셨습니다. 여기서 용서로 번역된 말은 들어올리다, 짊어지다, 운반하다 라는 단어입니다. 하나님께서 이들의 죄를 가볍게 그냥 없애버리신 것이 아닙니다. 죄악의 끔찍한 결과와 그 형벌의 무게를 그들이 진다면 그들은 그 무게에 짓눌려 죽고 말것입니다. 하나님께서는 그것을 아시기에 그들의 죄악을 당신의 어깨 위로 들어올려 대신 짊어지셨던 것입니다. 세상 죄를 짊어지고 가는 하나님의 어린양. 이것이 바로 본문이 말하는 용서의 본질입니다. 오직 하나님 만이 행하실 수 있는 일. 그래서 하나님은 거룩하시고 우리의 하나님이신 것입니다.

3. A Reign of Communication and Forgiveness (Immanence)

Third, God reigns through communication. Verse 6 lists the intercessors who pleaded before God. Among the priests, Moses and Aaron are mentioned, and Samuel is noted as one of those who "called upon his name." When they entered the Tabernacle to intercede on behalf of the people, God answered them. He spoke to them from the pillar of cloud, and they kept His testimonies and statutes.

God is holy. He is above all existence, and His mere presence shakes the universe. Yet, this transcendent God listens and responds to our cries. Even more striking is verse 8: "O Lord our God, you answered them; you were a forgiving God to them, but an avenger of their wrongdoings."

God gave them testimonies and statutes, and when they violated those absolute standards, He "avenged" or repaid them according to their deeds. Yet, the text says He forgave them. The word translated as "forgive" here means to lift up, to carry, or to bear. God did not simply make their sins disappear as if they were nothing. If humans had to bear the terrible consequences and the weight of the penalty of sin, they would be crushed to death. God knew this, and so He lifted their sins onto His own shoulders and carried them Himself. The Lamb of God who takes away (carries) the sin of the world. This is the essence of forgiveness in this text. It is a work that only God can perform. This is why He is holy, and why He is our God.

말씀을 맺습니다. 여호와 우리 하나님께서는 거룩하십니다. 하나님의 나라가 이 땅에 임하시는 그 성전의 보좌에 좌정하신 주님은 그러나 우리의 간구를 들으시며 정의와 공의로 다스리시는 능력있는 왕이십니다. 우리에게 응답하시며 우리의 죄를 사하시는 주님이 우리의 삶을 다스리시기에 우리는 더 이상 세상을 살아가며 흔들리지 않을 수 있습니다. 시편의 화자처럼 우리도 날마다 거룩하신 우리의 하나님 발등상 앞에서 예배하는 자가 되기를 소망합니다.

[Conclusion]

The Lord our God is holy. The Lord, enthroned in the Temple from which His Kingdom comes to this earth, is a mighty King who hears our cries and rules with justice and equity. Because the Lord—who responds to us and forgives our sins—rules our lives, we can remain unshaken even as we navigate this world. Like the psalmist, I pray that we may be a people who worship every day at the footstool of our holy God.
