12 Then the Lord said to Moses, “Go up this mountain in the Abarim Range and see the land I have given the Israelites. 13 After you have seen it, you too will be gathered to your people, as your brother Aaron was, 14 for when the community rebelled at the waters in the Desert of Zin, both of you disobeyed my command to honor me as holy before their eyes.” (These were the waters of Meribah Kadesh, in the Desert of Zin.)

15 Moses said to the Lord, 16 “May the Lord, the God who gives breath to all living things, appoint someone over this community 17 to go out and come in before them, one who will lead them out and bring them in, so the Lord’s people will not be like sheep without a shepherd.”

18 So the Lord said to Moses, “Take Joshua son of Nun, a man in whom is the spirit of leadership,[a] and lay your hand on him. 19 Have him stand before Eleazar the priest and the entire assembly and commission him in their presence. 20 Give him some of your authority so the whole Israelite community will obey him. 21 He is to stand before Eleazar the priest, who will obtain decisions for him by inquiring of the Urim before the Lord. At his command he and the entire community of the Israelites will go out, and at his command they will come in.”

22 Moses did as the Lord commanded him. He took Joshua and had him stand before Eleazar the priest and the whole assembly. 23 Then he laid his hands on him and commissioned him, as the Lord instructed through Moses.

모세의 마지막 때가 이르렀습니다. 그 많은 이스라엘 백성들을 이끌고 하나님과 직접 대화를 나눴던 그도 고작 한 인간이었을 뿐입니다. 모세는 가나안 땅에 들어갈 수 없었고 오직 멀리서 지켜보는 것으로 만족해야 했습니다. 그런 그가 하나님께 요청합니다. 자신을 이어서 이스라엘 백성을 이끌 지도자를 말이죠. 여기서 우리는 자신에게 맡겨진 양 떼를 사랑하는 목자의 마음을 알 수 있습니다. 더 나아가 우리를 향한 목자되신 예수 그리스도의 마음을 알 수 있습니다. 함께 묵상해 보겠습니다.

The final days of Moses had come. Though he had led the vast number of Israelites and spoken directly with God, he was still merely a human. Moses could not enter the land of Canaan; he had to be content with only seeing it from afar. In those last moments, Moses makes a request to God—for a leader to succeed him and guide the Israelites. Here, we see the heart of a shepherd who loves the flock entrusted to him. More importantly, we can see the heart of Jesus Christ, our Shepherd, toward us. Let us reflect on this together.

1)    리더의 자격

2차 인구조사 이후로 이제 1세대 지도자였던 모세를 이을 2세대 지도자가 필요한 시점입니다. 그리하여 하나님께서 모세를 아바림산 정상으로 부르셨습니다. 그리고 모세에게 그의 죽음을 예고하십니다. 야속하시게도 다시한번 모세가 왜 가나안 땅에 들어가지 못하는지 그의 죄명을 읊어주십니다. 이때 하나님을 향해 개인적인 서운함이나 억울한 감정으로 사사로이 불평하지 않는 모세의 모습에 그가 얼마나 대단한 리더였는지 보여줍니다. 40년동안 모세가 신실하게 하나님의 명을 따라 그 많은 백성들을 이끌고 돌본 그 수고로움은 말하면 입만 아픈 사실이죠. 그걸 하나님이 이미 다 알고계신다는 확고한 믿음과 신뢰를 바탕으로 하나님이 굳이 말로 하지 않아도 하나님의 진심을 아는 모세일 것입니다. 하나님도 모세의 마음을 잘 아시니 굳이 가타부타 그에게 위로나 인정이나 변명을 하시지 않으십니다. 지난 5월 6일날 담임목사님의 설교에서 알았듯이 모세는 율법 그 자체로서 가나안 땅에 애초에 들어가서는 안되는 존재라고 배웠습니다. 저같이 연약한 자나 이 장면에 감정이입을 넣어서 “하나님, 그 크신 뜻을 모세에게 알려주시며 위로해주시지 왜 굳이 거기서 또 쓰라린 상처에 소금을 뿌리실까 참 야속하시네”라고 하나님을 원망하겠죠. 지도자인 모세가 저질렀던 죄가 얼마나 백성들에게 악영향을 끼쳤는지에 대한 책임은 개의치않고 이해와 위로만 받으려는 자는 리더로서 자격이 없습니다. 그러니 하나님께 원망없이 담대히 자신의 죄의 결과를 받아들이는 모세였기에 오히려 그가 그의 명성을 끝까지 지킬 수 있었다고 봅니다. 야고보 목사님께서 “내 형제들아 너희는 선생된 우리가 더 큰 심판을 받을 줄 알고 선생이 많이 되지 말라 (약 3:1)”라고 권면하신 것처럼 우리는 리더의 책임감에 대한 경각심을 잊지 말아야겠습니다.

1) The Qualifications of a Leader 

After the second census, it was time for a new leader of the second generation to succeed Moses, the first-generation leader. So God called Moses to the top of Mount Abarim and foretold his death. Strikingly, God once again reminds Moses why he cannot enter the land of Canaan—reiterating the reason for his punishment. Yet Moses does not express personal resentment or grievance; his response shows just how great a leader he truly was. For 40 years, Moses had faithfully obeyed God's commands and led and cared for the people—a monumental labor. It is a known truth that barely needs to be said. Moses understood that God already knew all this. His faith and trust in God were so solid that even if God didn’t say it, Moses knew God’s heart. And because God also knew Moses' heart, He did not offer comfort or recognition or excuses at that moment.

As we heard in the senior pastor’s sermon on May 6, Moses, as the embodiment of the Law, was never meant to enter the land of Canaan. A weak person like myself might insert emotion here and say, “God, why not comfort Moses by revealing Your great plan to him? Why pour salt on an already painful wound?”—but that would be to miss the point. A leader who seeks only understanding and comfort while ignoring the consequences of their sin on the people does not qualify to lead. That’s why Moses, who accepted the consequences of his sin without complaint, could maintain his honor until the end. As Pastor Jacob once exhorted, “Not many of you should become teachers, my fellow believers, because you know that we who teach will be judged more strictly” (James 3:1). We must never forget the weighty responsibility of leadership.

16-17절을 보면 모세의 훌륭한 인격이 더욱 나타납니다. 그가 이스라엘 백성들을 향해 가진 진심 어린 사랑을 볼 수 있습니다. 이제 죽게 된 마당에 그들 때문에 가나안 땅에 못 들어가게 됐음에도 모세는 백성들의 안위를 걱정합니다. “... 한 사람을 이 회중 위에서 세워서 그로 그들 앞에 출입하며 그들을 인도하여 출입하게 하사 여호와의 회중이 목자 없는 양과 같이 되지 않게 하옵소서” (16b-17). 그리하여 이스라엘 백성들을 이끌 후계자를 세워 그들이 ‘목자 없는 양’과 같이 되지 않게 하나님께 청원합니다. 왜 하필 이스라엘 백성들을 목자 없는 ‘양’과 같이 되지 않게 기도했을까요? 양에게 있어서 목자 없는 삶은 곧 죽음입니다. 양의 특성에 대해서 이미 들어서 알고 계신 분들도 많이 계실 것입니다. 양은 야생에서 스스로를 보호할 수 없고, 싸울 능력이 없고, 방향 감각이 없어서 쉽게 길을 잃고, 만약 배가 뒤집어져 넘어지면 스스로 일어날 수 없다고 합니다. 예를들면 실제로 2005년 튀르키예에서 목자가 아침을 먹으로 간 사이에 한 양이 절벽에서 뛰어내렸는데 나머지 1,500마리가 따라서 다 같이 절벽아래로 떨어진 사건이 있었다고 합니다. 그 사건으로 450마리는 죽고 나머지 1000여마리는 살아남았는데 그 살아남은 것도 아래에 400마리들이 깔리다가 쿠션처럼 쌓인 덕분에 살았다고 합니다. 앞에 있는 양들이 앞으로 나아가니까 앞이 낭떠러지인 줄도 모르고 무리근성으로 그냥 따라간다고 하네요. 쉽게말해 좀 손이 많이 가는 어리석은 동물인 것입니다. 이러니 목자가 아침도 마음껏 여유롭게 먹지도 못하고… 엄청난 희생과 사랑을 요구하는 직업이 목자인 것입니다. 모세는 이 목자의 마음을 잘 이해할 것입니다. 그러니 이 양 같은 이스라엘 백성들이 목자없이 길 잃지 않고 낭떠러지에 떨어지지 않기를 바라는 마음으로 자기 대신 새로운 지도자를 세워주시길 간구한 것이죠.

Verses 16–17 show even more clearly Moses' noble character. We see his genuine love for the Israelites. Even as he faces death and despite being barred from entering Canaan because of them, Moses worries for the people's well-being:

“Appoint someone over this community to go out and come in before them, one who will lead them out and bring them in, so the LORD’s people will not be like sheep without a shepherd” (Numbers 27:16b–17).

He pleads with God to appoint a new leader so the people won’t become “sheep without a shepherd.” Why does he compare them to sheep without a shepherd? Because for sheep, a life without a shepherd is death. Many of you probably already know the nature of sheep: they cannot defend themselves, they have no sense of direction, they easily get lost, and if they fall on their back, they cannot get up by themselves. For example, in 2005 in Türkiye, while a shepherd stepped away for breakfast, one sheep jumped off a cliff, and 1,500 others followed it. 450 died, and the rest survived only because they fell on the already dead sheep, which cushioned their fall. This illustrates how sheep mindlessly follow the crowd, even to death. In short, sheep are helpless and foolish animals that require a lot of care. That’s why shepherding is a job that demands tremendous sacrifice and love. Moses, who understands the heart of a shepherd, pleads that these sheep-like Israelites not be left alone to fall off a cliff. He asks God to appoint a new leader in his place.

2)    준비된 후계자, 여호수아

그런 모세의 걱정에도 하나님은 이미 다 계획이 있으셨지요. 여호수아를 후계자로 지명하시고 위임식 방법까지 다 알려주십니다. 이미 여호수아는 젊은 청년시절부터 모세 옆에서 그의 수종을 들었습니다. 가나안 정탐꾼 중 한명이었고 광야 생활 40년을 함께 보냈었죠. 그리고 갈렙과 더불어서 유일하게 가나안 땅에 들어갈 수 있는 가나안 1세대입니다. 하나님은 그를 18절에서 “영이 그 안에 있는 눈의 아들 여호수아”라고 칭하십니다. 이 호칭만으로도 여호수아가 얼마나 다음 후계자로서 자격이 충만한지 알 수 있습니다. 당연히 모세도 다음 후계자로 생각하고 그를 키워왔겠지만 마지막까지 하나님의 뜻을 구하는 모습을 보이고 있습니다. 하나님이 알려주신 위임식은 이렇습니다. 모든 회중과 제사장 엘르아살 앞에서 모세는 여호수아에게 안수하여 그에게 권한를 넘겨 지도자로 세워야합니다 (19절). 그러므로 공식적으로 여호수아의 입지를 세워 그가 온 회중으로부터 존경과 권위를 받아 그들이 모두 여호수아께 순종할 수 있게 하십니다 (20절). 그리고 엘르아살과의 역할을 정확히 나누어 마치 모세와 아론이 서로 동역을 한 것처럼 그들이 잘 협력하여 이스라엘을 이끌 수 있게 하십니다.

2) A Prepared Successor: Joshua

God had already planned everything despite Moses’ concern. He appoints Joshua as the successor and even gives detailed instructions for the ordination. Joshua had served Moses from a young age. He was one of the twelve spies and had endured the 40 years of wilderness wandering. Along with Caleb, he was one of the only two from the first generation who would enter Canaan. In verse 18, God refers to him as “Joshua son of Nun, a man in whom is the spirit.” That title alone shows how qualified he was to be the next leader.

Although Moses probably had already thought of Joshua as his successor, he still seeks God’s will to the very end. God’s instructions for the ordination are clear: in front of the whole assembly and the priest Eleazar, Moses must lay his hands on Joshua, transferring authority to him and establishing him as the new leader (verse 19). In this way, Joshua would be officially recognized, receiving the respect and authority needed to lead the people (verse 20). Eleazar’s role is also clearly defined so that he and Joshua, like Moses and Aaron before them, can work together to guide Israel well.

이렇게 모세를 잃는 이스라엘 백성들이 혼란스러워하지 않게 이들을 가나안 땅에서 이끌 훌륭한 후계자를 준비하신 하나님이십니다. 이 후계자 계승 스토리가 은혜가 되는 이유는 인간이 목자 없는 양과 같이 되지 않기를 바라시는 하나님의 마음을 예수님을 통해 알 수 있기 때문입니다. 성경 많은 부분에서 인간을 양과 같다라고 표현되어져 있습니다. 대표적으로 “우리는 다 양 같아서 그릇 행하여 각기 제 길로 갔거늘 여호와께서는 우리 무리의 죄악을 그에게 담당시키셨도다” (사 53:6)라고 나와있습니다. 양과 같이 각기 제 길로 가며 결국 끝은 지옥이라는 낭떠러지로 떨어질 수 밖에 없던 존재였던 우리를 위해 직접 목자를 보내실 것을 태초부터 계획하셨습니다. 그것도 당신의 유일한 아들을 통해서 말이죠. 선한 목자되시는 예수님께서 말씀하십니다. “나는 선한 목자라 나는 내 양을 알고 양도 나를 아는 것이 아버지께서 나를 아시고 내가 아버지를 아는 것 같으니 나는 양을 위하여 목숨을 버리노라” (요 10:14~15). 나를 위해 목숨까지 버릴… 이미 버린 목자가 있다는 것이 얼마나 큰 평안입니까? 내가 손 많이 가는 어리석은 양과 같은 존재라고 인정하는 것이 절대 모욕이 아님을 깨달은 은혜가 우리에게 있음에 하나님께 모든 영광 올려드리길 원합니다. 그러나 아직 이 은혜를 모르는 많은 자들이 우리 주위에 있습니다. 그런 자들을 바라보는 예수님의 안타까운 마음을 느끼며 설교를 마무리하길 원합니다. “무리를 보시고 불쌍히 여기시니 이는 그들이 목자 없는 양과 같이 고생하며 기진함이라” (마태복음 9:36). 목자 없는 양의 삶은 고생 고생… 결국은 영원한 죽음입니다. 모두들 오늘 새벽 다시 한번 목자되신 예수님을 통해 얻는 충만과 평안으로 시작하는 복된 하루 되시길 기도드립니다.

In this way, God, knowing the people would be shaken by Moses’ death, prepares a capable successor to lead them into Canaan. What makes this succession story so full of grace is that it reveals God’s heart—His desire that humans not be like sheep without a shepherd. Through Jesus, we come to understand this desire more deeply. The Bible often describes humans as sheep. A representative verse is Isaiah 53:6: “We all, like sheep, have gone astray, each of us has turned to our own way; and the LORD has laid on him the iniquity of us all.”

Like sheep, we each went our own way and were headed toward the cliff of hell. But God planned from the beginning to send us a Shepherd—His only Son. The good shepherd Jesus said, “I am the good shepherd; I know my sheep and my sheep know me—just as the Father knows me and I know the Father—and I lay down my life for the sheep” (John 10:14–15).

How deeply comforting it is to know that we already have a Shepherd who has laid down His life for us! Acknowledging that we are like foolish, high-maintenance sheep is not a shame—it is a grace. May all glory be given to God who gave us this grace. But many around us still do not know this grace. I’d like to end this sermon with Jesus’ heart of compassion for them: “When He saw the crowds, He had compassion on them, because they were harassed and helpless, like sheep without a shepherd” (Matthew 9:36). A life without a shepherd is a life of hardship… and in the end, eternal death. I pray that everyone begins this day full of blessing—overflowing with the peace and fullness that comes from our Shepherd Jesus.
